Measuring How Well The College Performs

Colleges like ours exist to protect the public interest. The public needs to know how well we are doing our job. To this end, the Ministry of Health launched the College Performance Measurement Framework in 2020.

The framework requires colleges that regulate health professionals to report on areas that are critical for carrying out their legal mandates. The reports include information on:

  • How we govern ourselves and perform as an organization
  • How we manage our resources
  • How we register applicants
  • How we manage information
  • How we measure practice improvement among our registrants
  • How we process complaints about our registrants
  • How we work with others to improve public protection.

The framework also gathers and shares data, such as the number and type of complaints a college receives, and how many health professionals took part in practice improvement (quality assurance).

Finally, the framework requires each college to detail its plan for improvements over the next year. Colleges update their report annually, noting any progress on areas identified for improvement. These reports are one of the many ways colleges show their commitment to the public interest.

The College’s strategic plan includes a new mission, vision, and values statement. The plan guides College Council, committees, and staff as we move forward on our priorities. It is also meant to inform optometrists, the public, and our stakeholders.

About the College

About the College of Optometrists of Ontario

Optometry has been a regulated profession in Ontario since 1919. The College of Optometrists of Ontario is the self-regulatory authority responsible for registering (licensing) and governing optometrists in Ontario. The College’s authority and limitations of its powers can be found in legislation including the Regulated Health Professions Act  and the Optometry Act.

The College has the legislated duty to protect the public interest. There are a number of ways we ensure that optometrists provide quality patient care that meets the standards of practice, including:

  • setting the qualifications required to enter practice;
  • setting the conditions to maintain registration;
  • developing quality assurance programs to promote clinical excellence;
  • promoting safe and ethical practice by our members;
  • developing professional and ethical standards and guidelines; and
  • responding openly, fairly and with authority when complaints arise.

If an individual has a problem of any kind with their optometrist or the care they have received, the College is here to help. All complaints are dealt with confidentially and both optometrists and their patients are treated with respect. Solutions are reached which provide fair treatment for patients and opportunities for learning and improvement for optometrists. When appropriate, the College will discipline a member who breaches a regulation or fails to maintain the profession’s standards for practice or behaviour.
