New Registration Regulation amendments were brought into force as of September 1, 2025. Within these amendments, a new Inactive Class has been introduced for registrants who have non-practising status.

With the introduction of the Inactive class, the term “non-practising” registrant means the same thing as a registrant with an Inactive certificate of registration. Below is a summary of the new amendments to the Registration Regulation:
- The addition of a “Good Character” requirement which provides more robust regulatory tools when assessing applicants.
- Keeping the Academic Certificate of Registration, but with updated requirements for registration.
- Introduction of the Inactive class. While in the Inactive class, non-practising registrants would not be required to complete continuing education or practice hours.
- More flexibility introduced for referrals to the Quality Assurance Committee for a practice assessment.
On September 19, 2025, Council approved an updated Non-Practising Status Policy with a new Acknowledgment and Undertaking in Appendix A to replace the older version of the Policy, the QA Policy – Direct Optometric Care Hours Requirements, and an amended Continuing Education (CE) Policy.
We encourage all registrants with non-practising status to complete the updated Acknowledgment and Undertaking form and send it to info@collegeoptom.on.ca in order to transfer into the Inactive class of registration as soon as possible.
